    Working Women and Motherhood: Failures of the Weimar Republic’s Family Policies

    This paper examines the Weimar Republic’s reaction to the population crisis after the First World War. The Reich government created welfare policies to boost the birth rate and decrease the infant mortality rate. These policies were often unrealistic or too exclusive for working-class women. As a result, they did not greatly impact the lives of working women or their procreation. The Weimar policies, therefore, failed in its efforts to increase the birth rate among working-class women

    Both Paris and the Weimar Republic were fascinated with American jazz in the interwar period. Because of jazz\u27s connection to African American culture, this fascination is linked with the themes of identity and race relations. This work will demonstrate that interwar Parisians were not always receptive of African Americans that played jazz, and that the citizens of the Weimar Republic were more aware of and interested in the African American culture that permeated jazz in the 1920s and 30s

The final published article is available from the link below.Analysing the roll-call votes of the MPs of the Weimar Republic we find: (1) that party competition in the Weimar parliaments can be structured along two dimensions: an economic left–right and a pro-/anti-democratic. Remarkably, this is stable throughout the entire lifespan of the Republic and not just in the later years and despite the varying content of votes across the lifespan of the Republic, and (2) that nearly all parties were troubled by intra-party divisions, though, in particular, the national socialists and communists became homogeneous in the final years of the Republic.Zukunftskolleg, University of Konstan

Copyright @ Cambridge University Press.In modern democracies, the representation of voter interests and preferences is primarily the job of political parties and their elected officials. These patterns can however change when issues are at stake that concern the interests of social groups represented by all relevant parties of a political system. In this article we focus on the behavior of female MPs in the parliament of Weimar Germany and, thus, in a parliament where legislative party discipline was very high.     German employers and the origins of unemployment insurance. Skills interest or strategic accommodation?

    This paper analyzes the attitudes of industrial employers during the German Empire and the Weimar Republic towards the adoption of public unemployment insurance. While employers initially opposed unemployment insurance, they eventually endorsed it. What explains this shift in attitude? The paper tests two alternative theses: the conventional power resource thesis and the newer skills interest thesis. While the power resource thesis explains social protection as the result of distributive conflicts between employers and labor, the skills interest thesis sees it as an outcome of joint interests in skills investment by capital and labor. The study concludes that the power resource thesis has the greater explanatory power. Employers' support of unemployment insurance was an attempt to defeat other policy options on the agenda rather than an effort to promote skills investment. An unfavorable policy legacy and a sustained change in political majorities are the main factors that explain the change in positions. Fear of rising labor costs and the erosion of work incentives shaped employers' preferences rather than an interest in protecting skills investments. On a more general level, the results show the significant impact of political constraints on the positions actors take and the importance of short-term considerations in processes of preference formation. -- Dieses Papier untersucht die Haltung industrieller Arbeitgeber zur EinfĂŒhrung einer staatlichen Arbeitslosenversicherung in Deutschland zur Zeit des Kaiserreichs und der Weimarer Republik. Arbeitgeber lehnten ursprĂŒnglich eine staatliche Arbeitslosenversicherung ab, stimmten ihr jedoch am Ende zu. Was erklĂ€rt diesen Positionswandel? Das Papier testet zwei alternative ErklĂ€rungsansĂ€tze: die konventionelle Machtressourcenthese (power resource thesis) und die neuere Qualifi kationsinteressensthese (skills interest thesis). Die erste These erklĂ€rt den Umfang sozialer Sicherung durch Verteilungskonflikte zwischen Arbeitnehmern und Arbeitgebern, die zweite durch gemeinsame Interessen von Arbeitgebern und Arbeitnehmern an Ausbildungsinvestitionen. Die Studie kommt zu dem Schluss, dass die Machtressourcenthese den Haltungswandel besser erklĂ€rt als die Qualifikationsinteressensthese. Die empirische Analyse zeigt, dass Arbeitgeber die EinfĂŒhrung einer staatlichen Arbeitslosenversicherung unterstĂŒtzten, um andere Optionen abzuwehren, nicht um höhere Qualifikationsniveaus zu fördern. Die Studie identifiziert die Überwindung eines als problematisch bewerteten Politikerbes sowie den Wandel politischer MehrheitsverhĂ€ltnisse als die wichtigsten ErklĂ€rungsfaktoren. Die wirtschaftlichen Auswirkungen einer Arbeitslosenversicherung sahen Arbeitgeber kritisch: Sie erwarteten primĂ€r höhere Lohnkosten und geringere Arbeitsanreize, nicht jedoch eine höhere Bereitschaft zu Ausbildungsinvestitionen.     In ‘Die jĂŒdische Frau und das jĂŒdische Buch’ (The Jewish woman and the Jewish book), an article published 18 March 1931 on the front page of the JĂŒdisch-liberale Zeitung, Doris Wittner included the following lines that concisely sum up her pioneering ideological and political agendas: ‘Aber bis der endgĂŒltige Rechtspruch ĂŒber des Weibes Ruf und Berufung erfolgt, werden wir jedem Frauengeist, der “strebend sich bemĂŒht”, Anerkennung und Ehrerbietung zollen. [
] Insbesondere unsere Glaubensgenossinnen, die gewohnt sind, Menschenlose nur nach Jahrtausenden zu messen.’ With such feuilleton articles, Wittner worked to validate women’s contributions to professional spheres, particularly literature and journalism; to offer both Jewish women and men due credit for their achievements in light of growing antisemitism; and to advocate for the special talents of Jews due to their historical and cultural connections. That this article appeared on the front page of this liberal Berlin Jewish newspaper is no less telling, as Wittner was a regular contributor whose pieces often earned prominent display. Indeed, part of what makes Wittner a journalist of note is the fact that her work appeared with surprising frequency on front pages or in other prominent positions in both general and Jewish publications.
